Madrid 5/11/2026: what a property owner should check about the new guarantee line for newly built housing

The Community of Madrid has approved the conditions of a guarantee scheme to make it easier to buy newly built housing, but that does not yet mean that any buyer can use it straight away. For an owner selling off-plan or considering buying into a development, it is worth checking what it covers, when it comes into force and what documentation each transaction will require.

Madrid, 5 November 2026

The Community of Madrid announced on **4 November 2026** the creation of a guarantee scheme to facilitate the purchase of newly built housing. According to the official statement, the system will make it possible to avoid the advance payment of up to 10% of the property price during construction, with a global limit of 50 million euros and public coverage of up to 70% of each guarantee. The measure is being implemented through reciprocal guarantee societies (SGR) and, expressly, **the agreement will take effect from its publication in the BOCM and interested parties will be able to benefit when the SGRs join the initiative**. That means this is a decision already approved by the Governing Council, but not a benefit that is fully operational for any transaction in progress. Comunidad de Madrid, 4/11/2026

What it means for an owner selling off-plan

For someone selling newly built housing or taking part in a development, this announcement could change the way the buyer's deposits are structured. The Administration says the aim is for the future owner not to have to have that money available during the building period, but that does not in itself remove the development's obligations, nor does it replace the review of the sale and purchase contract, the guarantee for sums paid over, or the payment schedule. If the buyer intends to use the scheme, the developer or co-operative will have to fit the transaction into the guarantee system and the financial institution that ultimately takes part.

What should be checked before signing or reserving

The selling owner, or whoever is managing a development, should review at least four points:

- whether the development really qualifies as **newly built housing** and not a different type of transaction;

- whether the planned financing depends on this line or still requires deposits through other channels;

- whether the contract clearly states which sums are paid, to whom and with what guarantee;

- whether the transaction will be subject to the SGR's effective accession and to entry into force after official publication.

It is also worth checking whether, once the works are completed, the buyer will be able to enter the **Mi Primera Vivienda** scheme, which the statement itself links to mortgages of at least 90% of the valuation amount, provided the established requirements are met.

What to check in practice before taking action

Before advertising a development or accepting reservations, the owner should check that the sales documentation does not present this line as a form of support that is already available in all cases. An announcement does not amount to immediate application, and in financing every contractual detail matters. If you need to organise the sale process or assess the impact of this measure on your home, you can use the property valuation in Madrid or contact UBICASA to review the case with the documentation to hand.
