Madrid 7/11/2026: what should an owner check about the 2027 housing budget
The Community of Madrid has presented its draft 2027 Budget with more resources for affordable renting, refurbishment and housing access support. What does this mean for an owner and what is worth checking now.
# Madrid, 7 November 2026
The Community of Madrid has included in its **draft Law on the General Budgets for 2027** a larger allocation for housing, with particular emphasis on affordable renting, the refurbishment of residential buildings and purchase guarantees. The information released by the regional Government was published on **30 October 2026**, and sets out a budget proposal, not an open aid scheme or a rule already in force. In the official note, the regional Executive states that it intends to double the resources to expand the supply of affordable renting and strengthen support for access to housing, with a total allocation of 552 million euros, and that the **Mi Primera Vivienda** programme will have 35 million in guarantees. The communication itself also says that the programme allows financing of up to 100% of the property price, subject to the established requirements: Community of Madrid, 30/10/2026.
What this means for an owner
For a homeowner in Madrid, this announcement does not in itself change their current obligations, but it may foreshadow a scenario with greater public activity on three fronts: more support for affordable renting, greater focus on the refurbishment of buildings and more assistance for first-time buyers. That could influence decisions about selling, letting or renovating, especially if the property is in a community that is considering accessibility or energy-improvement works.
However, it is important not to confuse a budget forecast with aid that has already been granted. Until there are actual calls for applications, requirements and deadlines, no transaction should be planned on the basis that the support is already available.
What you should check before making a move
If you own a property in Madrid, first check whether your decision depends on a specific measure or on a general announcement. In particular:
- whether your property could fit into refurbishment, accessibility or affordable-renting programmes;
- whether the owners’ association has pending works and what agreements would be needed;
- whether the sale or letting depends on the buyer’s mortgage finance;
- whether any announced advantage applies to your specific case or only to certain profiles, such as first-time buyers.
Also remember that the guarantee scheme cited by the Community of Madrid is part of a financing initiative in which the requirements for joining and for practical application still matter, so it should not be treated as a general and immediate benefit for any transaction.
What to look at today in the paperwork
Before making decisions, it is worth reviewing the property information note, the state of the owners’ association, any outstanding special levies and, if you are thinking of selling, the documentation the buyer may request for financing.
